HOUSE CONCURRENT RESOLUTION NO. 34

Directing the Joint Committee on Government and Finance to appoint an interim committee to study the rental car industry in West Virginia, particularly as it relates to titling and registering rental cars located or operating within the State.

Whereas, The number of rental cars that rental car companies must title and register within the State is determined under provisions of the International Registration Plan; and

Whereas, Approximately seven hundred rental cars are currently titled and registered in the State; and
Whereas, It is possible that a minimum number of rental cars are registered and titled in West Virginia because rental car companies concurrently must pay a five percent privilege tax on the fair market value of each rental car; and
Whereas, Jurisdictions such as Virginia, Ohio, Illinois and Florida have modified their motor vehicle title and registration laws to encourage more rental cars to be titled and registered in their respective states; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby directed to appoint an interim committee to review, examine and study the system by which national rental car companies operating in West Virginia title and register rental cars in the State, to determine the feasibility of modifying such procedures to encourage maximum registration of rental cars located or operated within the State and to make recommendations to the Legislature regarding the same; and, be it
Further Resolved, That the said Joint Committee on Government and Finance report to the regular session of the Legislature, 1995, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
